Is it possible to tile on top of a painted artexed wall in bathroom? If so which primer/sealer should be used?

I wouldnt be doing that personally. Remove it and play safe.

in a word No

artex needs to be removed , not even skimmed over, ive used a steam wallpaper stripper in the past to remove artex

do not under circumstances dry sand it as it may contain asbestos

definately do not tile over artex...
asbestos was still being used in some artex up untill 1992, not 1988 as some reports first suggeted, so find out out long its been up!!
you have to be really carefull with this. there are specialist companies who will come out and test the artex for asbestos, so at least you can have that reasurance before scraping away...

If the prep to artex was badly done the moisture can release it from the wall...

I was told the mid eighties when the recipe was changed from artex themselves, maybe not????

UPDATE : All the artex has now been removed. The job was made much easier by using XTEX. Found the best method was to paint on generously, score the surface, brush again, seal with plastic sheet and leave overnight. It then comes off fairly easily with a scraper.
