definately do not tile over artex...
asbestos was still being used in some artex up untill 1992, not 1988 as some reports first suggeted, so find out out long its been up!!
you have to be really carefull with this. there are specialist companies who will come out and test the artex for asbestos, so at least you can have that reasurance before scraping away...
