are these not already sealed up?

No mate. Sealing these is not the same as say polished porcelain.
These are created by over baking in production.
You seal to protect the biscuit from any bleed through the flawed glazing.
I usually seal before grouting and after fixing. I like to seal my grout too so they get a coating again when i do that.
