Are you keeping the acid wet on the tile for long enough? Have you tried the acid neat? At the end of the day, if you've tried everything, and followed the manufacturers instructions, I'd be going back to where you got them, and asking them to resolve the issue!
Gona make the solution stronger and keep it on longer than what the instructions say on the acid see if that works,
