The right proportions varies between brands and types. Read the info on the bag. Use a graded scoop or bucket if you feel you need to, but most adhesives and grouts list proprtions in parts, as well as Kg's and litres. For example, the adhesive I'm going to use tomorrow lists mixing proportions as 1 part water to 2,5 parts powder. Quick and easy once you get the feel for it.

Very little water, like a cup or so, can mean the differance between "just right" and "too loose", or "to stiff".
