insulation backed chipboard

ive got a bathroom to do this week, its chipboard flooring and as the
house is only about 6 yrs old i thought i would lift
a bit of floor to make sure it was not a floating floor,
its not a floating floor but the chipboard has about 40mm
of insulation between it and the joists, should i just overlay with ply and tile as normal?

I would call that a floating floor, though strange to have the insulation on top of the joists, as this would lead to more movement imo...
