Wouldn't keying the walls with a stanley knife help - I mean really keying deep and plenty of cross cuts into the plaster. Also back butter the tiles too. Any thoughts?

It would help but still unacceptable IMO. You might as well spend a bit extra time and remove the paint. And as already stated skimmed walls won't take the weight so you'd need to replace or overboard anyway
