Hi all,
I have heard of this sort of problem and seen it on site, sound like skim not dried out, but there can be problems caused by the type of skim and by the age of skim - multifinish skim seems to go off very quickly and this may be past its shelf life or have been badly stored. The builder has to be responsible ask him to let you know supplier and manufacturer of plaster.

Most plasters are British Gypsum, knauf have a bit of the market.

I doubt that multi would be gone past it's shelf life as it has a regular turnover but storage can be a problem.

I've seen pallets of plaster being skipped many years ago because someone forgot to cover it over in the rain
