Quarry again

Hello to all,

Can anyone confirm the best method to re-fit loose quarry tiles.
I have seen both one-part adhesives and sand cement both mentioned also what mix of sand cement is best.
Do I use sand cement to re-grout.

If the substrate is sound then you can use a decent tile adhesive. ..

What was used to fix them originally?
Has the substrate been affected?

Cement was originally used.
Substrate is sound.
