Recommendations for tile adhesive to stick to Plywood

Need some tiles to stick to the plywood keep coming away from the boxing in around the pipes, any suggestions as to the best adhesive for the job the ones i have are not working?

How thick is the ply?
What size are the tiles?
Are the tiles ceramic/porcelain?
Have u used ready mixed or a powder?
Have you primed the ply?
Is the ply securely fixed?

Is this waste stack boxing? Could you fix a better sheet material over the top?

As above, if possible, remove ply, or just overboard with plasterboard or a tilebacker board...
