depends on the paint.....
B&Q sell a 6inch blade wall paper scraper which can strip a wall off paint very quickly if the paint is flakey. once you get started youll do it in no time. if the paint is on the plaster well then sand it off or heat gun.
the blades from B&Q are not the greatest and do not stay that sharp and you might go through a couple but worth it.

ended up scraping the plaster of the wall as it wasnt bonded properly. the other walls were done a later date so the pva mostly washed of and scraped the rest. hard couple of days, started tiling. managed to get about 8 m2 up, porcelain that were hard to cut as the have a rough copper finish.. then a phone call from joiner to tell me its the wrong tiles, so i ended up pulling them all back down, nightmare of a job
