My rubi-tx-700 is past its best does anyone recommend another cutter or should i get another rubi-tx-700 which has served me very well over roughly 7 years?

Mate, there's been dozens of threads in last couple months about slide cutters.
If you search 'sigma' you'll probably find a few.
So I'd suggest you save yourself tons of grief, and go buy a sigma mate.
