Not usually my job!
Always leave it up to the plumber.
But if we were responsible for doing the whole contract then I'd specify both pedestal and pan were finished with Silicon.

The plumbers I work with hate siliconing. To me it is an art form (really), and if it is done badly then it can spoil the whole finish. I prefer to mask it all and get perfect straight edges every time. Funnily enough, the customers always ask how I get my silicon spot on as when they do it, it ends up everywhere!!!
