Now looking at putting ufh 10m/m insulation board down and then laying cable and slc over top to bring level up to 20m/m and therefore concrete area for (former which is also 20m/m thick) will not need excavating, it can go straight down on the concrete.Only problem being there will be a step into the room of approx 30m/m when tiled.
Does this sound feasible.

Not much you can do about the step, if there will be carpets meeting the tiles then usually the fitter will put double underlay just at the door to take out the step.
