Its not a good idea at all but if you read adhesive manufacturers notes then you will see that they say it can be done. Chipboard is just that....wood made from chippings and once moisture gets onit it will become unreliable. Best method IMO is to overboard with backer boards but 1st make sure the floor is structurally sound, ie no deflection/bounce.
