Can't say i've ever seen an MDF floor, can't say i've ever mistaken MDF for chipboard either. It's more than likely going to be chipboard mate.

If it's a new build i'd definately go along the lines of Ditra rather than over-boarding. New builds tend to move around a lot more than a house that has been stood for 100 years. You'll need a de-coupler certainly.

I would not think mdf would get past the building inspector. It is not suitable for flooring. Chip board is not much better tbo. Watch out for joist nd oard deflection which ditra will not suppress in any way. Jump on the loor and see if it bounces. If it does it needs beefing up before tiling
