Most all surfaces can be tiled on to providing that they are sound and stable. Easy and simple test prior to tiling onto a painted surface. Stick strips of cello tape in strategic places on the areas to be tiled. Leave for approximately 1 hour until the adhesive has a firm hold to the paint. Peal away and if the paint comes away on the back of the tape it is not suitable. Always follow adhesive manufacturers guidelines for preparation required prior to applying the adhesive. Also bear in mind the restrictions on weight of tile and its adhesive bed beforehand. Bob Howard MBE
