wet room/concrete floor

Been to quote for a downstairs bathroom which has a concrete floor and the shower base is about 15" off the ground at the moment, which is to be re-tiled.

Is it possible to have a tiled floor instead of a shower base level with the floor when you have a concrete floor, or is that only possible when you have a wood floor (so you can cut into it) ?

theres more than one way to skin a cat

you can put a pumped waste if needed or just dig out room for a normal waste as long as the flow is right or you can cheat raise the full bathroom floor.
