Has he put pva onto the wall after it's been skimmed of before it was skimmed to get the plaster to adhere? If it's the first option then he's probably thinking he has done you a favour by sealing the surface; unfortunately most DIYers think this.

I wouldn't recommend tiling straight onto plaster without a primer anyhow due to potential chemical reactions between the gypsum and tile adhesive (mainly cement based). Use bal APD primer or PCI primer G in accordance with the instructions, allow to dry thoroughly then use an acrylic based adhesive; just to be sure.

If in doubt ring the BAL help line and they'll give you some good advice.
