Tiling with porcelain on an asphalt covered balcony that is the roof of a first floor bedroom

Hi, newbie here I am looking to get my balcony tiled (13m2) with 90x60x2cm tiles. The balcony is the roof of a ground floor bedroom, was made in the 1960s and the roof is covered in bitumen asphalt to waterproof it. I have had 2 opionions of what to do here, 1. cement over the balcony...
