1st levelling query!

eve folks. went to look at a storage cupboard in a nursing home yesterday. mainly with a view to plastering it. before leaving the gaffer asked if i'd be up for sorting the floor out and then tiling. needs to be raised and levelled about 35mm before tiling. what would be the best way to tackle this, sand and cement or could anyone recommend a levelling compound to do the job. cupboard measures 4m x 1m .im in brum and have a ctd nearby, thanks.

bugger, i didnt stop to check. cement, i think , just not done very well. at the door threshold i noticed where the cement petered out that plastic had been laid underneath initially. sorry dont know the correct terminollogy. would this be the damp proof?
