No they are not banned in the UK.
I've just double checked on the Health and Safety Executive website.
There are tips on choosing and using step ladders.

My mate works for Wimpey or whatever they're called now, TaylorWimpey I think, and not only do they adhere to HSE, they've employed an outside safety company whick takes the rules one step further, he's meant to be a site agent running a site but spends all day giving inductions, tool box talks, writing technical queries and reading method statements, drives him scatty. Glad I'm here where they don't appear to care. Did have a funny one here once, got a site job and was told to wear a hard hat, and as it happens I brought one over when I moved, a white one. When I turned up on site I was told to get a blue one as only management wear white hats, labour wear blue. I used 2 words in reply, the second one was "off". Saw the contract through to the end with my white hat.

Worked for Wimpeys back in 73 and they were quite big on H&S back then....
