if your starting out and will be using a lot of tubbed gear,use bal white star(waterproof and aesy to use)

Whitestar isn't waterproof, just more water resistant than say Bluestar.

What you would class as the best adhesive would really come down to what application you have in mind.

If I had to choose an adhesive as the best then I'd probably go for Bal Supercover, great gear and can be used in so many applications.
