Considering the ply should have been a minimum of 15mm but most use 18mm as it's easier to get hold of should have been used for the floor, it's difficult as a consumer as yourself to make specifications on a job as there are so many variations of works thats why I would get a bricklayer to lay bricks etc.
If you do want to go down that route come on here and listen to professionals to advise you what should be done and at least you will have some idea what your talking about when the person who comes round and starts talking drivel.
