These came with a Vado shower valve.. Does anyone know what they're for?

Purely a guess but they look very similar to the cones contained in part 2 ballvalves which are designed to restrict the flow rate.

Looking at the size they look like replacement rubber shower spray nozzles. If hard plastic then they could be flow restrictor as @Waluigi said
