I've often lifted these Marley thermoplastic tiles and wouldn't hesitate to do so again. My view is that whilst they may have contained asbestos in the past, any fibres are encapsulated within the vinyl tile unlike the old asbestos roof sheeting often seen on old garages. You can tile over them if they're well fixed, clean and dry. You could paint a slurry coat on them first if you like.
