If it is a new soil pipe into the sewer it is reportable but not a new waste. However there is the water regs to consider. Also if there is any electrics this may be reportable under part p

Part P doesn't exist in Scotland but electrics will require to be done by a competent person following IEE wiring regulations or an electrician. A new waste does not require building control to be contacted if connected to existing pipe work. I've build several en-suites within bedrooms.
Will the en-suite contain a shower? If so, suitable ventilation will also be required.
