IT should all comply to building regs eg new showers should have extractor fans and any adjustments to waste pipe should comform to all water and buidling regs. Problem is NO ONE bothers with it. The electrics should have a ticket as kitchens and bathrooms and deemded as special areas (as are downlights) and any electrical work should be certified. That how it is down here but not sure for up the road :)

Some local authorities insist on building regs if there are changes to water systems as you need things like non return valves, extractors in showers and u bends and the like where there is risk that foul water can contaminate potable water. I believe if any electrics are done in an area where there is water, a bathroom for example, you would need to be part P qualified or have the building inspector sign off on the work. Other than that buidling regulations approval would only be required in the event that you actually do anything that could be called building. Re-fitting a bathroom or kitchen counts as decorating in the case of building control.
