It is perfectly deep enough assuming the aggregate size to be 20mm this would suggest a minimum depth of 45mm. However suitability depends one cement content, water cement ratio and curing. My guess is as it is ballast and cement this is site mixed and as such there will be no "quality control" whatever and as such I would be unable to advise as there are so many issues with this type of formula.
