I wouldn't have thought the heating works well (i know you said not to comment but couldn't resist) as it has a sheet of air above it? Air is a sort of insulation when trapped, like double glazing for example.
The heat source needs to touch the tile well for it to be economic.
As for the system. Interesting. Perhaps the contractors amongst you will come across it in the future but I don't think the domestics will be requesting it any time soon.
