novice tiler

I have just removed the cork tiles from my kitchen floor in preperation for new tiles and wondered if I needed to remove all of the old tile adhesive?

The adhesive is only approx 2mm thick and dry and solid. I am finding it almost impossible to remove.

Can anyone advise me if I need to remove the adhesive or can a sealer be placed over it in preperation for the new tiles.
