As above. No problem as long as you get the higher wattage heating cables, and use good insulation directly under the cable. A good porcelain tile is good on top as they are so dense they transfer the heat to the surface of the tile quickly and stay warmer a little longer even when the heating is in the 'off' mode (when it's reached the temperature you've set on the thermostat). Ceramic tiles, quarry tiles, and other types of tile that have either air trapped in them or have two different materials that make up the tile (ceramic has a biscuit and a glaze for example) are types of tiles that don't perform so well with heating under them.
