Help needed prepping a base for encaustic square tiles repair

Hello all,

I'm replacing some broken Victorian square tiles on a front porch we recently uncovered after having spending 70 years under a poured concrete slab.

I cleaned up the tiles best I could and had to remove all the smashed tiles (there has been some historic subsidence which cracked the front step and took out some tiles, the rest were destroyed beyond repair by the previous owner sadly).

The original tiles were laid straight onto a concrete layer, and the reclaimed tiles are 1mm thicker than current ones, so I've had to remove the old concrete layer carefully with SDS and grinder. I'm now at the stage where it has been removed and there is a lot of coarse concrete exposed; it's quite sandy/crumbly.

My question is what I do next, how should I prepare this for the concrete based tile adhesive layer (aiming for 3mm)? Can I pour a layer of concrete on top of of this to make a flat base to work from? Can I use a sand/cement 4/1 mix to make a level base? Could I use a SLC? And will this current coarse base need sealing before any of the above?
