Help with Wall background

Just finished NETT course last week and am about to do my bathroom. I've not long been in the flat and was just pulling the old wallpaper off the back wall (has been tiled half way up and then papered above half way).

Now, behind the wallpaper there is this concrete like background but when I pull the wallpaper off all this grey stuff falls off. It falls if in small slate like bits. Anyone know what this is and how I go about tiling over it?

I'd imagine the tiles below the wallpaper has been put onto this stuff but I just dunno what it is. It's kinda uneven by about 1 mm in places where the top layer has fell away.

hi falcone mate this just sounds like the skim coat has debonded..make sure you remove all the loose sections prime and patch as necessary......dave..
 
As Dave said, you'll come across this quite often. Make sure you take the loose stuff off and then apply addy as normal with at least a 5mm notched trowel
