If you haven't already done so, make a new thread HERE and read the rules for that first. Basically, include all that needs doing in as much detail as you can.
If you can find a tiler on here willing to do it, build the website not with a database driven system but a simple HTML (and contrary to what you've said and I assume you believe works, you don't need to write in really clean code, not even google does for the sake of page-loading times [google.com/.co.uk doesn't even pass W3C standards], and it is possible to rank a tilers website that's area specific if it isn't competitive within a couple of weeks on first page in position 5 or above SEO-wise) AND you can give the tiler 3 more leads where he quotes..... I'll optimise the website and they will rank and get business out of it.

SEO really IS important to a website. Why make an advert and then keep it in on your desk, or need to push it with t-shirts and business cards and leads (which clearly you'd have without a website). A website should serve itself many times over and that's the point of it. SEO is not just important for a website, it's THE most cost-effective way to gain business from it.
PM me if you need to check something that I can work on. Don't make it from Flash and don't make it using some crazy program. Dreamweaver (and the likes) or hard code is sound.
You've gone about this much better than the last guy did and you seem pretty genuine. Though I'd like to hear you'd be willing (if you're going down this route and can do it easily) to at least knock up some of the website first and show those that enquire to give a good example of what can be done and to show a bit of commitment perhaps?
