Is this a floating floor ?

Dont know if this would be classed as a floating floor.

Concreate slab, then 60mm celotex, then 75mm screed.

No, that's a screeded floor. A floating floor is chipboard laid onto the insulation.

It's known as a floating screed. Should be minimum 65mm and reinforced with either d49 mesh or pp fibres.
