powered addy all the way and dont follow the existing grout joints.
make sure tiles are spotless aswell,be best to use sugarsoap aswell to get any grease or oils off, is it bathroom(shower) or elsewhere. body fats will be on the tiles in a shower area and will need a very good clean and prime,any sounding hollow or loose will need taking off and the void filled.
can be more work tiling over tiles and depending on who does the cleaning etc more cost.
