Technically speaking, you should "mechanically remove" emulsion paint before tiling as it is water based and can emulsify on contact with water, potentially the tiles can fall off if water gets through your grout and wets the paint as it goes a bit like wallpaper paste.

Get as much if not all the paint off, score, prime 3:1 then tile.

:)

I agree with Chase, remove as much as you can, score, then prime using acrylic primer

I agree with Chase then prime :)

Mmmmm, whilst i see where your going with this, emulsion being a water based paint etc, how much water would it take to seep through to have an effect, it is 'just' a splash-back after all, and if there were that much water, wouldn't it affect a p.v.a primer, also being water based ?

Only asking and not being picky / funny.

dont use p.v.a as primer use only acrilic primer such as bal a.p.d ,ardex p51or granfix
to score the paint use a piece of wood with screws through it and drag it across wall much easier
