i know it is a no no tiling on painted surfaces but ive done a few jobs lately where ive removed tiles which have been on 20 odd years and underneath have been painted surfaces. Once ive got the first few tiles off they do tend to come off a lot easier but they have still been on 20 years. i know it can be to do with porosity and bonding but will tiles that have been put on painted surfaces breakdown. i wouldnt do it myself but am intrigued
 
My theory is you can drive around without a seatbelt as well as long as you don't crash. I could stick tiles up with flour and water as well. The whole thing like safe weights is based on tried and tested methods. If you fix something with superglue it sticks well until you shock the surface then it can break.

If you tile onto a painted surface the tiles are stuck to the paint so the whole weight relies on how well the paint has adhered to the wall cos thats what holding those tiles on. With that in mind I would never ever tile onto a painted wall unless I had thoroughly cleaned it and keyed it through to the underlying substrate at the very least. Thats my opinion anyway.

Totally agree with Kev on this one, tile to paint and your totally relying on how well the paint is on the wall, just best to key the paint or remove it, will give you peace of mind too if you remove it...
