Pot light bags

Installing those large plastic bags or pouches over LED pot lights can be a real pain, especially when the light is adjacent to a truss or strapping, or both. And since most pot lights have a rubber gasket that seals it against the drywall, I think their benefit is questionable. How are others dealing with these and are inspectors insisting on their use? Thx.
