Process for laying tiles on UFH on uneven concrete floor

what is the process of laying tiles on UFH on an uneven poorly insulated old concrete floor? Any help would be greatly appreciated! Weve never done this before!!

Are you putting an electric mat down or is there wet UFH in the concrete?

Yes it is a sparks job to connect it , as a tiler would not normally be qualified to sign it off. ...
