Proxy servers, do you ever use them

Do any of you ever bother to use proxy servers for your internet surfing, and if so, have you found any good ones that work all the time.

One of the reasons to use a proxy server is so you keep your own IP address private, since you are using another server to bring up websites for you, as you are not directly accessing them from your own provider.

Reason being, was my brother was IP banned from a games forum a few years back, and he has tried e-mailing them asking why and no replies, so I told him to sigh up for a new account using a proxy server, meaning he would be signing up with a new IP address.
