I am doing my 1st job and the customer has i am working for has used Pva to seal plaster around window edges going on past posts this a time bomb would it hurt to go over this with a acrylic primer such as palace?

yes Coppy you really need to get it off completely

Usually damping the pva and a good scraper, don't prime over the top...

When damp will i be able to see it to remove is it like a film ?

When it's damp just wait a few minutes, you not see a film until you start scraping off.....

If dampening with a sponge does not work then sand it off... 60 grit will suffice.
