Refurbishing terracotta floor tiles

I have been asked to reseal approx 20 sq.mtrs of terracotta tiles .The old sealer is now peeling off and would presume it was not applied correctly in the first place.What method would be suggested to remove the old sealer and how to prepare the surface correctly to accept a new sealer.I don't normally do this type of work but have been asked to supply a labour price here in France and as a tiler of 35 odd years experience would like to do the job correctly for the client.Look forward to any advice that may be given.Is there a method to remove the sealer that would not use anything caustic and therefore not have to neutralise the tiles before resealing with a good quality sealer and what method would anyone recommend to keep the resealed surface in good condition .Martyn Anderson
 
Pics would help never seen sealer peal off terracotta in 30 years and have laid several thousand Mtrs
