Sometimes if you look at the back of a tile in a shower that has had water ingress, you will see the adhesive and then a thin loose coat of pva that has de-bonded from either the adhesive or the substrate(it can be peeled off). Water makes it soft again and it looses its bonding strength unlike other primers
