Sealing top of tiles?????

Why has the joint at the top of the tiles and where the ceiling meet, not been grouted in anyway? Why leave the gap?
 
IMO I find that caulk is far more flexible for this situation than any grout. Silicon in the corners and caulk around the ceiling.
 
IMO you should never grout an internal corner, as it will always crack! You should always use Silicon on internals and where it meets the ceiling, you should use caulk if it's to be painted.

You could paint water based Silicon when I used to use it has it changed or have they stopped making it ?

Perry - Water-based Silicon is NOT Silicon! It's latex caulk or equivalent. Much lower strength and flexibility. Can't use this for applications requiring water-proofing.
