do you have adequate ventilation in the room, i.e. a good extractor fan? that is a major cause of mould and mildew. also try leave the window open as much as possible

bal do a microban sillicone but whatevever sillicone you use you will have to take all the sillicone out that is there and renew the whole lot not just the bit you peeled back
