What room is it? If its a kitchen ( small area between bench and upper units then you can tile over (not far to fall if the weight is too much !!!) Then use class AA adhesive. Otherwise do as SC24 says, remove tiles. If you do tile on top of the tiles, remember to take off the recess tiles from the window, it just looks better.
