You can tile over tiles yes..but do consider the extra weight you will be adding to the existing substrate as well....but if its what you are going to do then wash tiles with sugar soap and tile with single part flexi adhesive.......dave.....

p.s...if it was me i would consider removing the tiles and starting with a fresh wall then you can guarantee no probs....
