You need as many certificates as there is work available

If you intend to work on sites etc, then yes you need certificates.

If you intend to work in the private domestic market, direct to the customer, then you do not need any form of qualification other than being registered as a self employed person with Her Majesties Customs and Excise.
If you wish to work for a contractor and ply a trade on building work/sites then apart from that registration you will need NVQ level 2 and site safety certificates.
