Thanks. I think my sister has got that in her house under old vinly (council house) would this be more common in old properties?
So what's the reason for a slurry coat? Is it to stop reaction between the bitumen and the adhesive?

Yes, more common in properties 1950's-1980's and yes, to not only stop any potential reaction but to ensure a good bond to adhesive.
